Subject: Tybee Island/Savannah NWR

I have been in Savannah the last couple of days and have had some time in
the late afternoon to do a little bird watching. I started at the Savannah
NWR Tuesday afternoon and Wednesday afternoon went to Tybee Island.
Birds seen at Savannah NWR on 4/1/08:
American Coots - many
Ring-necked Duck - 1
Pied-billed Grebe - 5
Common Moorhens - many
Blue-winged Teal - 10
Northern Harrier - 1
Merlin - 1
Osprey - 2
Bald Eagle - 1 to 2
Turkey and Balck Vultures
Wilson Snipe - 3-4
Black-necked Stilts - 5
Greater Yellowlegs - 5
White Ibis - 10
Glossy Ibis - 30 plus
Great Blue Heron, Little Blue Herons, Tri-colored Herons, Green Heron
Great Egret and Snowy Egret
Tree and Barn Swallows
Yellow-rumped Warblers - many
Palm Warbler - a few
Northern Parula - 1
Birds seen on North end of Tybee (near the lighthouse) 4/2/08:
Northern Gannets - 20 plus....life bird for me. Took me about 15 minutes
to figure out what they were. Very cool to watch them dive in to the
ocean to catch fish then pop up and float around.
American Oystercatchers - 25
Black Skimmers - 50 plus
Sanderlings - 30-40 this is guess.....
Many Terns.....did ID the Sandwich Terns. There was one that had
orange/pink colored feathers. Not sure if this is due to diet but
interesting to look at.
South end of Tybee 4/2/08:
Several rafts of Scaup floating around. Can't say if they were greater
or lesser. I do not have my spotting scope with me!

Bald Eagle - 1 perched in a tree
Brown Pelicans - several

Below is a report from the Savannah Morning News website about a positive
turn of events with the threat to Jekyll Island. We can all feel good that
our
calls, e-mails and letters have made a difference. Though continued
vigilance will certainly be needed, I think we should all take a moment to feel
very
happy. Article follows.

mounting public outrage over plans to place hotels and condominiums along a
half-mile stretch of _Jekyll Island_
(http://savannahnow.com/content/related?topic=Jekyll+Island) 's coastline, the
state agency and private developer
working to revitalize the island abruptly changed course Wednesday.
Lawmakers, island residents and visitors, who for weeks had waged a
legislative battle to protect the stretch of open public beach, cautiously
declared
victory, saying the new plan appeared to be in line with citizens' wishes for
the swath of sand.
"They own it today," said _Sen. Jeff Chapman, R-Brunswick_

announcement, they own
it tomorrow."
But they stressed that the _Jekyll Island Authority_

developer Linger Longer
Communities must still live up to the bargain and declined to fully endorse
the new plan while its exact outlines were still unavailable.
"It looks good, and we congratulate the people of _Georgia_

beach," said
_Dory Ingram_ (http://savannahnow.com/content/related?topic=Dory+Ingram) , a
volunteer lobbyist for the Initiative to Protect _Jekyll Island_

The contested stretch of shoreline will now include a public park and a
planned _Environmental Conservation Center_

, authority _Chairman Ben Porter_
(http://savannahnow.com/content/related?topic=Ben+Porter) wrote in a letter
to House Majority Leader Jerry Keen, R-_St. Simons Island_

"After conferring with our revitalization partner, Linger Longer Communities,
we have made the decision to limit use of this area to those public purposes
and not development of accommodations, such as hotels or condominiums,"
Porter wrote.

that the change made it unnecessary for the General Assembly to pass a law that
would have severely restricted development in the area and could actually
hurt the new proposal.
Keen, who chairs a committee charged with keeping an eye on the development,
praised the move.
"I'm excited that Linger Longer and the _JIA_
(http://savannahnow.com/content/related?topic=Jekyll+Island+Authority) are
moving in that direction," he
said. "That was the intent of the oversight committee, and I think that's good
news."
It comes after weeks of legislative wrangling over the future of the beach,
the latest flashpoint in a fight over the redevelopment of the island that has
now raged through two legislative sessions.
But _Jim Langford_

executive overseeing the project, said changes were in
keeping with a promise to consider public input the developer began
gathering even before this year's session began.
"That's what we said all along," _Langford_

There is little disagreement over whether Jekyll's sagging tourist
infrastructure needs to be revamped, but critics worry that Linger Longer's
$352
million plan could compromise the island's tradition as an affordable getaway
for
average Georgians.
Citizen backing
Despite several defeats this session, the Initiative to Protect _Jekyll
Island_ (http://savannahnow.com/content/related?topic=Jekyll+Island) continued
to
rally public support for proposals by Chapman and Rep. Debbie Buckner,
D-_Junction City_ (http://savannahnow.com/content/related?topic=Junction+City)
,
that would have limited development in the area. Lawmakers' offices were
flooded with calls and e-mails pleading for the protections to be adopted.
"The people were determined and they worked hard on holding onto their public
beach, and I'm proud for them," Chapman said.
He and Buckner had aggressively pushed protections and still had a couple of
parliamentary maneuvers left to try to force a vote on the restrictions.
Chapman said legislation about the beach now looked unlikely to pass before
the
session's final day Friday, though Buckner said legal protections would
further remove any doubts about the area's future.
"My distrustful nature would feel extremely comfortable if it were carved in
stone that this will always be a beach," Buckner said.
Misgivings

still concerns that
Linger Longer would not scale back the project but instead merely rearrange
it.
Moreover, he said, his group was still uneasy with any building, including
the _Environmental Conservation Center_

, being placed on the shoreline.
"Unfortunately," he said, "we're not going to be able to see what the new
proposal is going to look like until the General Assembly's session is over."

I have received a report of a Tundra Swan seen yesterday at Stone =
Mountain Park, DeKalb County, 4/2/08.
The person reporting this is not a birder but said she found the bird in =
her bird book, so I=92m just passing this along and not vouching for the =
accuracy of the report.
It could be a Mute Swan or who knows what. I don=92t have an exact =
location but suggest that the area by the dam on the main lake be =
checked first. Let me know if you find the bird

Subject: Pine Siskin, Clayton Co. 4/3/08

Since Pine Siskins have been scarce this winter, I was glad to see one on
the Wetlands Center thistle feeder with the Goldfinches this afternoon. It
was hanging upside-down, just like the goldfinches. I still have
Red-breasted Nuthatch on the trail and a female Purple Finch around the
feeders. Unfortunately, she's probably still here because she appears to
have an eye problem, which looks like the conjunctivitis of the House
Finches.

Subject: Black-necked Stilts in McIntosh Co.

At the Altamaha WMA (Mcintosh Co.) today at least 3 dozen Black-necked=20
Stilts were in various areas of the North 1 and 2 impoundments (see the=20
new diagram posted at the observation tower) on the east side of Butler=20
Island. There were also large numbers of Glossy Ibis. Five Cattle Egret=20
were roosting in the trees with the Anhingas in the large pond on the=20
west side of Butler.
